India’s intensified crackdown on drug trafficking has significantly disrupted the operations of Dawood Ibrahim’s notorious syndicate, D-Company. Union Home Minister Amit Shah’s stringent measures have crippled the backbone of this illicit network, compelling Ibrahim to seek new avenues for his operations.
In response to the escalating pressure, Ibrahim has reportedly established connections with drug cartels in South Africa and Mexico. While his influence in South Africa is longstanding, the Mexican cartels represent a new frontier for his syndicate. The Indian Coast Guard’s seizure of a substantial drug consignment from a fishing trawler in the Andaman and Nicobar Islands on November 25, 2024, marked the emergence of these new cartel affiliations.
Despite international sanctions and heightened scrutiny, Ibrahim continues to receive covert support from Pakistan’s Inter-Services Intelligence (ISI). This alliance facilitates the flow of narcotics into India, with proceeds funneling into terrorist activities. Intelligence agencies have identified key operatives, including Haji Salim and Salim Dola, who manage international trafficking operations within India.
The syndicate’s expansion into new territories necessitates a strategic overhaul. Traditional smuggling routes through Punjab, Jammu & Kashmir, and Gujarat remain active, while the newly established Mexican network focuses on supplying the southern markets of India. This diversification aims to mitigate the impact of India’s crackdown and sustain the syndicate’s operations.
The internationalization of Ibrahim’s drug empire presents significant challenges for Indian law enforcement agencies. The need for enhanced intelligence-sharing, international cooperation, and stringent monitoring of coastal and border areas has become paramount to counteract the evolving threat posed by these transnational criminal networks.
While India’s decisive actions have disrupted Dawood Ibrahim’s operations, the syndicate’s adaptability underscores the persistent challenges in combating international drug trafficking and terrorism financing.
