The investigation into the Delhi blast case has opened a new and alarming chapter, revealing that the terror conspiracy extended far beyond the national capital. According to highly placed intelligence sources, the masterminds behind the attack—Dr. Shaheen Saeed, her brother Dr. Parvez Saeed, and their close associate Dr. Farooq—allegedly used the Tablighi Jamaat network in western Uttar Pradesh to radicalize youth and spread religious fanaticism.

Authorities confirm that the influence of the Pakistan-based terror group Jaish-e-Mohammed played a decisive role, appointing Shaheen as the commander of a women-centric radical wing responsible for creating sleeper cells within the Delhi-UP region.
As per intelligence inputs, the Saeed siblings held secret indoctrination meetings inside mosques and madrasas associated with the Tablighi Jamaat. Their strategy was to exploit the organization’s wide grassroots structure to reach impressionable youth and lure them toward a radical ideology.
The duo reportedly conducted sessions presenting radical jihadist narratives, promising a “path to heaven” in an attempt to manipulate young minds for future terrorist operations. Over 100 individuals have already been placed under surveillance, and the number is expected to rise as the investigation widens.
One of the most critical findings is Shaheen’s repeated visits to Hapur between 2020 and 2023, during the peak of the COVID-19 pandemic. Surveillance data, including her mobile location, meeting records, and communication trails, confirm that she traveled multiple times to meet local Tablighi Jamaat leaders.
Her brother Parvez later facilitated her visit to Lucknow, arranging introductions with senior members of the Jamaat. Following this, a series of underground meetings reportedly took place in Saharanpur, Hathras, Moradabad, Sambhal, Bijnor, Hapur, Kanpur, and Delhi, forming the backbone of what agencies now call a “radical network expansion drive.”
Meanwhile, Dr. Farooq from GS Medical College is believed to have played a key role in helping the group identify vulnerable youth and further expand their sleeper-cell creation efforts in Hapur.
Investigators also uncovered that Shaheen conducted door-to-door ideological campaigns, while Parvez ran a recruitment drive on a university campus. The individuals they recruited not only underwent indoctrination but later provided logistical support, including supplying vehicles, offering shelter, and helping the blast perpetrators move between cities undetected.
This support network strengthened the operational reach of the terrorists involved in the Delhi blast and helped them evade law enforcement for an extended period.
A related thread emerged from a 2021 case when Pilkhuwa police detained 13 Jamaatis, including nine foreign nationals, at a madrasa in Haval village. They had reportedly returned after attending the Nizamuddin Markaz during the pandemic. The foreigners included individuals from Indonesia, Thailand, Kyrgyzstan, Nigeria, Kazakhstan, and Jordan.
While the case initially revolved around pandemic violations, intelligence teams are now re-examining their local interactions to determine whether any link existed between them and the radicalization chain uncovered in the Delhi blast probe.
With multiple sleeper cells, cross-district movement, and a foreign-supported radical module now coming to light, the Delhi blast conspiracy is far larger than initially assumed. Investigations continue to uncover more layers of this dangerous network, as agencies intensify surveillance and interrogations across Uttar Pradesh and Delhi.
