Jammu And Kashmir Reorganization Bill Passed From Rajya Sabha.

Every law of India will be valid law in Jammu and Kashmir, state reorganization bill passed from Rajya Sabha.

The Jammu and Kashmir Reorganization (Amendment) Bill 2021 with administrative reforms in the Union Territory of Jammu and Kashmir and Ladakh was passed by a voice vote in the Rajya Sabha on Monday.

This bill relating to the cadre of officers of All India Services will replace the Jammu and Kashmir Reorganization (Amendment) Ordinance.

The bill was introduced by the Minister of State for Home Affairs, Kishan Reddy. Last month, the Union Cabinet issued a Jammu and Kashmir Reorganization (Amendment) Ordinance.

What will change

The provisions of the Bill stated that officers of the current Jammu and Kashmir cadre of the Indian Administrative Service, the Indian Police Service, and the Indian Forest Service would be part of the cadre of Arunachal Pradesh, Goa, Mizoram, and the Union Territories.

That is, in the future all appointments of officers of Indian Administrative Service, Indian Police Service, and Indian Forest Service for Jammu and Kashmir and Ladakh will be from the cadre of Arunachal Pradesh, Goa, Mizoram, and Union Territories.

Now officers will work under the rules of the Center.

As per the provisions of the bill, cadre officers of Arunachal Pradesh, Goa, Mizoram, and Union Territories will work as per the rules set by the Central Government.

Stated reason

The reason and purpose of the bill state that there is a huge shortage of officers of All India Services in Jammu and Kashmir. Due to this, the schemes and other activities run by the central government are affected.

Therefore, this cadre needs to be merged into the cadre of Arunachal Pradesh, Goa, Mizoram territories so that other officers can be deployed in Jammu and Kashmir.

Due to this bill, the shortage of officers in the Union Territory of Jammu will be removed.

The bill was very important for inclusion in the mainstream.

Along with this, the Union Minister of State for Home Affairs, Kishan Reddy, also put a statement on the floor of the House in connection with the Jammu and Kashmir Reorganization (Amendment) Ordinance.

It explains that due to which reasons and circumstances, the need to immediately enact the Jammu and Kashmir Reorganization (Amendment) Ordinance has been felt.

In the discussion on the bill, Reddy said that this bill will help to include both the states in the mainstream of the country.

Kashmir is on the path of development

Along with this, Union Minister Reddy gave details of the development in Jammu and Kashmir. He said that 98 percent of the people of the union territory exercised their franchise in the recent DDC elections.

Electricity has reached 100 percent of the state’s houses. 1000 crores have been provided for MNREGA works through Panchayats in Jammu and Kashmir.

Currently, 20 projects are underway under the Prime Minister’s Development Package.

170 central laws have been enacted

Union Minister of State for Home Kishan Reddy said that about 170 central laws have been implemented in Jammu and Kashmir. This bill will increase the strength of officers of Jammu and Kashmir and Leh.

Reddy introduced the bill in the Rajya Sabha on February 4 and President Ram Nath Kovind announced amendments to the act by notifying it in the Gazette in January.

Epidemic hindrance

Union Minister Reddy said that the rapid development work in the Union Territory of Jammu and Kashmir, which was formed two years ago, is still going on but the targets fixed due to the Covid-19 global epidemic have still not been achieved.

He said that the IAS, IPS, and IFS of Kashmir cadre have been merged with the AGMUT cadre.

Azad expressed doubt on the status of full state

Questioning the intentions of the ruling NDA government, the Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad advocated granting full statehood status to Jammu and Kashmir, saying that development work had stalled.

Unemployment has increased in the region and industries have collapsed. This has made the lives of regional people difficult.

What needs to merge.

Former Jammu and Kashmir Chief Minister Azad said on Monday that he wanted to ask Home Minister Amit Shah if the current cadre was working well then what is the need to merge it.

You had promised that Jammu and Kashmir would soon get the status of the state, but by bringing this bill, the government has raised suspicion of keeping Jammu and Kashmir a union territory forever.
