Kashmir Terror Network Busted: ISI’s Social Reform Agenda Exposed from Kuwait to Turkey

Kashmir Terror Network Busted: The Jammu & Kashmir Police’s Counter-Intelligence Unit has exposed a major ISI-backed terror network operating under the guise of social reform, stretching from Kashmir to Kuwait and Turkey.

In a breakthrough, the Counter-Intelligence Kashmir (CIK) unit of the Jammu & Kashmir Police has uncovered a sinister terror conspiracy masterminded by Pakistan’s ISI and its affiliated organizations. The network, disguised under the banner of social reform, women’s empowerment, and environmental activism, was in reality promoting terrorism and separatism in Kashmir.

ISI’s Network from Kashmir to Kuwait and Turkey: Kashmir Terror Network Busted

Investigations revealed that the terror ecosystem, supported by ISI handlers, has spread beyond Kashmir, extending its influence to Kuwait and Turkey. Pakistani intelligence has carefully cultivated a group of so-called activists — businessmen, government employees, and even educated youth — who operate under the pretense of humanitarian causes while actually advancing an anti-India agenda.

The accused individuals not only promoted separatist thinking within Kashmir but also worked to project a negative image of India globally. Using the internet and social media extensively, they pushed propaganda, radicalized young minds, and disrupted peace in the Union Territory.

Raids Across Kashmir – Seven Detained

On Saturday, the CIK carried out simultaneous raids in Srinagar, Anantnag, Pulwama, Shopian, Handwara, Kupwara, and Baramulla, detaining seven suspects for questioning. Among them is reportedly a government employee.

The raids led to the seizure of digital evidence, including mobile phones, SIM cards, laptops, and communication devices. According to CIK officials, the case initially appeared to be a matter of internet misuse in 2023. However, deeper probes exposed a larger conspiracy to build a new army of “internet jihadists” masked as social activists.

Constant Contact with Terror Handlers in Pakistan

The investigation revealed that the suspects maintained regular communication with ISI-backed terror handlers in Pakistan. Following their instructions, they created false narratives, incited separatist sentiments, and radicalized Kashmiri youth. Platforms such as human rights forums, women’s empowerment groups, and environmental campaigns were systematically exploited to cover up their anti-national operations.

Suspected Individuals and Seized Evidence: Kashmir Terror Network Busted

While the police have not officially disclosed names, sources revealed that searches were conducted at the residences of:

Tufail Ahmed Khan (Baramulla) – currently in Kuwait, suspected of handling foreign funding.

Zahid Ahmed Dar (Baramulla) – a businessman linked to separatist financing.

Ghulam Mohammad Hazari (Srinagar) – detained; his mobile phone and SIM cards seized.

Mukhtar Ahmed (Pulwama) – a health department employee under interrogation.

Suhail Ramzan Ganai (Handwara) – previously involved in terror-related activities, recently out on bail.

Old ISI Strategy, New Packaging: Kashmir Terror Network Busted

This is not the first time Pakistan’s ISI has attempted to fuel unrest in Kashmir under different disguises. Earlier, journalists, NGOs, and intellectuals were co-opted to internationalize the Kashmir issue. Several individuals, including Khurram Parvez, Mohammad Ahsan Untoo, Irfan Mehraj, and Asif Sultan, were arrested in the past for promoting a separatist agenda and facilitating hawala transactions for terror outfits.

Conspiracy Foiled – More Arrests Likely

According to a senior police officer, the ISI’s attempt to create a fresh jihadist ecosystem in Kashmir has been foiled. The seized digital evidence is expected to expose more links in the network. Officials suggest that further arrests are imminent as investigators continue to track funding channels and digital footprints.

This operation highlights how Pakistan’s ISI has been misusing humanitarian platforms to destabilize Jammu and Kashmir, but timely action by Indian security agencies has once again thwarted their designs.
