Amit Kaul – For Digital Desk, Bengaluru: January 6, 2026 –  The National Investigation Agency (NIA) has delivered another decisive blow to terrorism and its support networks in Jammu and Kashmir with the confiscation of immovable property belonging to a terror facilitator. In a significant order reinforcing India’s zero-tolerance approach to terror financing, a Special NIA Court in Jammu has directed the confiscation of land owned by Tanveer Ahmed Wani alias Bardana, an accused linked to the banned terrorist organization Hizb-ul-Mujahideen.

The order was passed by Special NIA Judge Prem Sagar, who accepted the agency’s application under the provisions of the Unlawful Activities (Prevention) Act (UAPA). The confiscated property includes 3 kanals and 4 marlas of land located in the Abhama and Draklarun estates of Rajpora tehsil in Pulwama district, to the extent of the accused’s share.

Property to Remain Confiscated Until Final Verdict: NIA Delivers Major Blow to Terror Networks

According to the court order, the confiscated land will remain under attachment until the case is finally disposed of. The court also explicitly stated that the property cannot be sold, transferred, or otherwise alienated during the pendency of the trial. This move is being viewed as a strong deterrent against individuals who provide logistical, financial, or material support to terrorist organizations operating in the region.

Legal experts note that property confiscation under UAPA has increasingly become a key strategy in India’s counter-terror framework, aimed at dismantling the financial backbone of terror ecosystems.

Background of the Case

The case dates back to January 11, 2020, when security forces intercepted a Hyundai i-20 car (registration number JK03H-1738) at the Al-Stop naka near Mir Bazaar police post on the Srinagar–Jammu National Highway in Kulgam district. The interception led to a major recovery of arms and ammunition.

During the search, security personnel allegedly recovered an AK-47 rifle, three pistols, and a hand grenade from the vehicle. Following the recovery, a case was registered at Qazigund Police Station, Kulgam. Owing to the serious nature of the offence and its cross-border terror linkages, the investigation was later taken over by the National Investigation Agency.

According to the NIA, Tanveer Ahmed Wani, who is reportedly a former president of the Line of Control (LoC) Traders Association, maintained active links with handlers of Hizb-ul-Mujahideen based in Pakistan. The agency alleges that Wani conspired with co-accused individuals to maintain, support, and further the activities of the banned terrorist organization in Jammu and Kashmir.

Investigators further claim that Wani played a crucial role in terror funding operations, including the raising, receiving, and transferring of funds for terrorist activities through an OGW (Over Ground Worker) network. These funds were allegedly used to facilitate arms procurement, logistics, and the movement of militants in the Valley.

NIA’s Legal Submissions

During the proceedings, Special Public Prosecutor K.S. Pathania, appearing on behalf of the NIA, informed the court that the confiscated land was directly linked to the accused and constituted proceeds or assets connected with unlawful terrorist activities. The prosecution argued that such properties must be seized to prevent their misuse for sustaining terror operations.

The court, after examining the material placed on record, found merit in the NIA’s submissions and ordered the attachment under applicable UAPA provisions.
