The development marks a significant stage in an investigation that security agencies believe could expose a wider ecosystem of logistical and operational support allegedly facilitating militant activity in the Union Territory.

The case also demonstrates the increasing strategic focus of Indian agencies on dismantling “overground worker” (OGW) structures, which are networks connected to civilians that are said to facilitate terrorists by providing shelter, transportation, funding, reconnaissance, and communication support.

The investigation dates back several months, when the Kashmir Police busted an alleged Lashkar-linked network operating within the region.

During the initial operation, five individuals were arrested, including two Pakistani nationals whose presence immediately heightened the sensitivity of the case. Security officials alleged that the group maintained operational connections with militant handlers and was involved in facilitating terrorist logistics.

Given the cross-border implications and the gravity of the allegations, the investigation was subsequently transferred to the NIA, India’s premier counterterrorism investigative agency.

The NIA later registered a formal case against the accused under multiple stringent legal provisions, including sections of the Arms Act, the Unlawful Activities (Prevention) Act (UAPA), and the Explosive Substances Act.

These laws are typically invoked in cases involving terrorism, illegal arms procurement, organized militant infrastructure, and activities considered threats to national security.

Court Proceedings and Judicial Custody

On Monday, the accused were produced before the Jammu-based NIA special court through video conferencing.

Representing the agency, Investigating Officer DSP Amit Sharma requested a 30-day judicial remand, arguing that the investigation remains active and that the allegations involve serious threats to national security.

After reviewing the case diary and investigative findings submitted by the NIA, the court observed that the accused appeared, prima facie, to be involved in “grave crimes.”

The court subsequently ordered judicial custody for the accused until June 4, 2026.

Four of the accused will remain lodged in District Jail Amphalla, Jammu, while the fifth accused has been sent to Central Jail Kot Bhalwal, a high-security prison often used in terror-related cases.

Importantly, the NIA clarified during proceedings that further police custody was no longer necessary at this stage, indicating that the agency may have completed key interrogation and evidence-collection phases.

The Importance of Overground Networks

Security experts increasingly view OGW networks as the operational backbone of militancy in Kashmir.

Unlike armed militants who directly participate in attacks, overground operatives allegedly function within civilian spaces while supporting militant groups covertly. Their activities can include arranging safe houses, transporting weapons, facilitating infiltration routes, scouting targets, or passing intelligence to handlers across borders.

Counterterror agencies argue that dismantling such support systems is essential because militant organizations depend heavily on local logistical ecosystems to survive.
